Senate Hart Office Building with lots of lights on despite giant sunroof

Bunch of overhead lights on with whole bunch of sunlight. Senate Hart building. The buildign went to the extra expense to have a lot of natural light. Leaving lights on is not only wasteful,it seems to counterdict what congress is trying to coach us to do with respect to energy saving.
